The method, in five steps

  1. Start from fresh capital, not a static list. A fund files a Form D with the SEC within 15 days after the first sale in an offering. A recent filing is public, dated evidence the fund is raising or has just raised, which is when it writes new checks. Search filings yourself on SEC EDGAR or use the Form D tracker.
  2. Drop SPVs and single-deal vehicles. Many Form D filers are SPVs or "series of" vehicles raising money for one company. Their filing says nothing about a fund with capital for new pre-seed checks. Check the raw filer name on EDGAR.
  3. Confirm the fund actually invests at pre-seed or seed. Many firms that file are multi-stage. Read the fund's site and recent deals; the pre-seed investor list is already filtered by stage.
  4. Find the partner who leads your stage and sector. Pitch a person, not a firm. Each DryPowder fund profile lists partners by name; see the partner directory.
  5. Rank by fit, then reach out while the fund is deploying. Sort the active funds by fit with your round and sector, and contact the best ones first. Match your startup to these funds.

Frequently asked questions

How do I find active pre-seed investors?

Find seed and pre-seed funds that filed an SEC Form D recently, remove SPVs and single-deal vehicles, confirm the fund invests at your stage, then contact the partner who covers your sector. Right now 9 seed and pre-seed funds on DryPowder have a checked SEC Form D from the last 90 days (data updated October 23, 2026).

What makes a pre-seed investor "active"?

Here, a fund tagged seed or pre-seed on DryPowder whose newest SEC Form D was filed in the last 90 days and passed a check of its raw filer name on EDGAR. A Form D shows the fund raised or is raising capital; on its own it does not prove new investments, so check recent deals too.

Why use SEC Form D filings to find investors?

A fund files a Form D within 15 days after the first sale of interests in an offering, and every filing is public and dated on SEC EDGAR. That makes it verifiable evidence of fresh capital, unlike self-reported investor lists.

Why are so few funds on the list?

Most Form D filings are SPVs, series vehicles or funds that are not seed-stage. Only funds with a public DryPowder seed or pre-seed profile (476 today) whose filing passes the filer-name check are counted, which is 9 right now. A failed lookup drops the filing rather than guessing.

How often is this updated?

Form D filings are collected daily from SEC EDGAR and this page is rebuilt at most every hour. The newest Form D in the data is from October 23, 2026.
